As of the current update in RuneScape 3, players do not have the ability to manually decant certain types of flasks and vials. This includes potion flasks, crystal flasks, ogre flasks, powerburst vials, and calquat kegs.

In the case of flasks and vials, decanting would involve dividing the contents of a full flask into smaller doses, such as potions or doses of powerburst.
